Keoka Jenkins and Trey Rozelle with “Floodplain Management and Regulations”

Keoka Jenkins serves as the Texas Region Six contact person for Floodplain Management and Insurance, collaborating with state and local coordinating agencies, communities, and other stakeholders. In this role, Keoka is responsible for enrolling communities in the National Floodplain Insurance Program (NFIP), monitoring compliance activities, responding to inquiries, and overseeing local administration of the NFIP, including the review of ordinances to ensure compliance with Federal Regulations.
Prior to joining FEMA, Keoka worked in the financial services industry for over 20 years. She brings extensive knowledge of Flood insurance Review, regulatory compliance, and program administration to her current role in emergency management, supporting communities in maintaining high standards of compliance and effective floodplain management.

Trey is a Senior Specialist in the Floodplain Management and Insurance Branch of Mitigation at Region 6. He has 16-years of experience with mitigation in Hazard Mitigation Community Planning, Hazard Mitigation Grants, and now focuses upon lessening the impact of increasing flood risk in the quickly changing environment in the five state area.
