Congratulations on your decision to become a Certified Floodplain Manager! The CFM Exam is now digital, and is offered by the Association of State Floodplain Managers (ASFPM). Below are
resources for you to begin your studying for the CFM Exam.
While there is no practice CFM exam, Meazure Learning does have a sample online exam you can familiarize themselves with the Meazure Learning interface and navigation tools. A set of instructions is also provided to review prior to taking the digital exam. Previewing this information before exam day can be an effective way to reduce anxiety and is a recommended best practice for exam preparation!

Exam Overview (from ASFPM)
The CFM exam includes 120 multiple-choice questions and candidates have 3-hours to complete the closed book digital exam. The exam contains questions in the proportions shown for the following seven topic categories:
Floodplain Mapping - 20-25%
NFIP Regulatory Standards - 20-25%
Regulatory Administrative Procedures - 15-20%
Flood Insurance* - 10-15%
Flood Hazard Mitigation - 10-15%
Natural & Beneficial Functions - 10-15%
Overall Context of Floodplain Management - 5-10%
*Note: As of 4/1/2022, the exam does NOT include any questions on Risk Rating 2.0 regulations.
NEW EXAM CONTENT January 1, 2026
Effective January 1st 2026, a new category of questions will be added to the exam called
Emergency Preparedness, Response and Recovery. There will be approximately 10-15 new
questions in this category covering topics including, but not limited to: The National Weather
Service StormReady program, CRS Activity – Flood Warning and Response, Emergency
Operations Planning, National Incident Management System (NIMS), debris management
and removal, section 1206 of the DRAA, and individual assistance.
