  To Agencies and Organizations Interested in Natural Hazard Mitigation 


This email is notification that the FEMA Notices of Funding Opportunity for the Pre-disaster Mitigation Grant Program (PDM) and Flood Mitigation Assistance Grant Program (FMA) have been released. These are the two annual FEMA natural hazard mitigation grants. A ‘Hazard Mitigation Grant Program – Post Fire’ (HMGP-PF) grant is also available, due to the Ironworks Fire. All three funding opportunities are reimbursement only and require 25% non-federal match. A more detailed description of each funding opportunity is attached here.


Eligible sub-applicants for these three grants are local government, Tribal entities, State government, quasi-governmental entities, universities, and non-profit organizations. Although private individuals cannot apply directly, an eligible sub-applicant may submit an application on their behalf.


We encourage all potential sub-applicants to submit a Notice of Interest to DHSEM immediately to be considered for funding under these grant opportunities. The Notice of Interest is attached here. The same Notice of Interest form is used for all three funding opportunities. The deadline for Notice of Interest submittal to DHSEM is October 23, 2019. After a general eligibility determination is made, DHSEM will conduct a mandatory Sub-grant Orientation meeting. After the required Sub-grant Orientation Meeting, DHSEM will provide the full New Mexico Mitigation Sub-grant Application. Complete applications are due to DHSEM by December 20, 2019.

      The next NMFMA workshop/conference is scheduled for next April, 2020, at the Drury Hotel in Santa Fe.  Since we have had problems finding volunteers to help set up our Fall conferences around the State, the Board of Directors has decided not to schedule a regular Fall conference.  If anyone is interested in organizing a Fall conference anywhere in New Mexico they should contact our Conference Committee Chair, Loretta Hatch, at .

  Purpose of the New Mexico Floodplain Managers Association

1. To promote public awareness of proper floodplain management;
2. To promote the professional status of floodplain management and secure all benefits resulting there from;
3. To promote a liaison between individual concerns with proper floodplain management and to
  encourage the exchange of ideas;
4. To keep individuals concerned with proper floodplain management well informed through education and
  professional seminars and to provide a method for dissemination of information, both general and technical;
5. To inform concerned individuals of pending floodplain legislation and other related management 
  matters, and;
6. To study and support legislation pertinent and necessary to the effective implementation of floodplain
  management matters.
